It would take you to a registration process of3 steps:

1. Complete the owner's datafrom the Google Play Developer account:

Once indicated, it progresses and accepts all terms and conditions of use. When you review and accept them click "Create an account and pay"to move forward:

2. Afterwardsa pop-up screen would appear where you would have to enter your billing data. After completing them, click“Continue :

3. To finishA pop-up window would appear to enter your card data, where $25 would be loaded. Once fulfilled, click on"Buy":

If the payment has been processed correctly you would already have your Google Play Developer accountready forpublish applications.
