Once a user has Developer Account on Google Play, you can create Guest access so that another Developer or individual can publish the App for them without needing the username and password to their Google Play panel. The process is very simple:

Invite another user to manage the Google Play Console

In User data, enter the email of the user who is going to access as a guest.
